WP1: Project Management
Objectives
The FHMS is responsible for WP 1 and is supported by IPQ. The division of tasks here is that FHMS manages the project in its entirety, IPQ focuses on the activities in Ukraine. The reason for the division of tasks are the many project partners in Ukraine and the possibility of holding the project management for the schools in the Ukrainian language. WP 1 will carry out all coordinating measures and activities as well as information and financial control, the latter in cooperation with the FHMS finance department. It will also ensure the progress and implementation of the WPs & tasks. The progress both in terms of time & quality will also be monitored continuously by the two institutions. Project coordination and management are based on commonly agreed objectives derived from the work plan as outlined in the following WPs and time management plan.
WP2: Organisation Building “VETpartEx”
Objectives
WP 2 creates an organization that carries out the transfer of know-how from universities to vocational training and further education institutions. It carries out all organizational and administrative tasks for this purpose. For this purpose, the organization’s necessary tasks are gradually initiated and continued on an ongoing basis. Once the project funding has been completed, the organization is established and can continue to carry out the necessary tasks.
WP3: Competence Structuring & Assessments
Objectives
The main objectives of WP3 are as follows: Competence identification/mapping – Learning Outcome based EQF/ECVET-oriented matrix composition with relevant skills and competences. A central project task is the development of a levelled set of new competence matrices, with focus on identified skills and competences including transversal skills. The matrices will be structured according to the EQF/ECVET standards and the CEDEFOP European Handbook on Learning Outcomes. It is expected that the final occupational matrices will cover the EQF levels 4-5 and the teacher training ones at EQF levels 6-7 and aligned with present ESCO developments. To strengthen the sustainability of the project, the training modules/micro-credentials will be adapted into digitalised (M)OOC solutions and uploaded to the learning platform Skillsbank-Canvas and to the abovementioned Ukrainian platforms SvitProf and Profosvita with options for a global access also across Ukrainian communities around the world. Assessments with validation of acquired skills and competences regardless of learning arena to make previous learning visible. Elaborate procedures to assess and document individual participants’ previously acquired skills and competences when matched against specifications in the developed competence matrices. A special attention will be given to informal and nonformal learning and the take-up of transversal skills. One important aspect is to provide the participants in training an assessment of their work, and if applicable, a sectorbased certification. The certification will be promoted through local/national authorities and linked to Skillsbank and relevant Ukrainian platforms and hold an individual’s skills portfolio. This will serve as the basis for individually customised CVs according to the Europass format.
WP4: Competence Building “Vocational Education & Training (VET)”
Objectives
WP 4 provides the know-how transfer of European standards of vocational training to Ukraine. For this purpose, the necessary competencies for VET trainers and teachers are first identified and specified. Building on this structure and the in WP3 developed competence matrices, Ukrainian trainers and teachers receive further training and gain insight into modern European vocational training and further education institutions. The know-how gained from this will be transferred by the Ukrainian trainers and teachers into a teacher training program, tested in WP 5 and the experiences gained will be transferred into a redesign. In addition, this WP develops guidelines for the creation of teacher training courses and the design of OER. In WP 5, these serve trainers and teachers to develop their own training and further education offerings regarding the structural engineering skills they have acquired.
WP5: Competence Building “Modern Construction Technology”
Objectives
WP 5 provides the know-how transfer for three structural engineering topics to Ukraine training and further education institutions and companies. To cover three different topics, the workflow described below is carried out three times in a row. Therefore, for the EU building standards the STUBA University is responsible, the MENDELU University for BIM & LEAN and the USUST for Energy Saving. Because the tasks are repeated in the three topics and the trainers and teachers are accompanied by experts from the project consortium, it is necessary for organizational reasons to start the topics three months apart. The necessary competencies for VET trainers and teachers are first identified and specified. Building on this structure and the in WP3 developed competence matrices, Ukrainian trainers and teachers receive further training and receive theoretical and practical insight into the respective topics of construction technology from the participating universities. For the planned know-how transfer, the trainers and teachers receive further training prepared in WP 4 (task 4.3) in the methods of teacher training and in dealing with the guidelines for the development of Open Educational Resources (OER) for students. After this training, the teachers develop, test and revise OER for students. The last task in this WP is to develop a teacher training course that can be carried out either as an open online course (OOC) or in person. This serves to disseminate the acquired know-how in WP 6.
WP6: Competence Dissemination
Objectives
WP 6 ensures the transfer of the acquired skills into vocational training and further education. The trainers and teachers involved in WP 4 and WP 5 participate in the dissemination by offering the developed teacher training courses to their colleagues on site or via Open Online Course (OOC). Every quarter, further training is offered for each of the four main topics as soon as they have been completed in WP 4 and WP 5. The teachers of the further training are paid for their efforts, the educational institutions release their trainers and teachers for the further training. Depending on demand, 10 to 15 people take part in each training course. The aim is to work as practically and learnercentered as possible. Every participant in further training undertakes to transfer the skills they have acquired into their lessons and to document their experiences with the Open Educational Resources (OER) once. The training programmes will be available as OOC and OER options on the Skillsbank-Canvas platform, the project outcomes may have a huge potential for further exploitation and secure the sustainability of project efforts.
