Project deliverables and reports
This set of materials has been developed within the framework of the international project VETpartEX, implemented with the support of the Erasmus+ Capacity Building in Vocational Education and Training programme, and aimed at the modernisation of Ukraine’s vocational education and training (VET) system in the field of civil construction in the context of post-war recovery. The documents presented cover the core work packages of the project, including project management, quality assurance, organisational development, competence building, as well as communication and dissemination activities.
The materials comprise the documentation of the project Kick-off Meeting, the Quality Assurance (QA) Concept, the founding documents and regulations of the VETpartEx Organisation (Center of Vocational Education and Innovations in Civil Construction), the Communication and Dissemination Plan, and a series of deliverables related to the identification and specification of VET teacher competences. These competences address modern vocational pedagogy, EU construction standards, BIM and LEAN methodologies, and energy-saving technologies.
All documents have been developed in line with the Project Proposal, Work Plan, and Project Handbook and serve as a methodological and organisational basis for achieving the objectives of VETpartEX. At the same time, it should be clearly stated that these materials are of a dynamic and evolving nature. They will be regularly updated and further developed throughout the project implementation period, taking into account ongoing project results, partner feedback, internal and external quality assurance processes, and changes in the regulatory, educational, and socio-economic context of Ukraine.

Educational materials
The Educational Materials section presents teaching and learning resources developed within the framework of the VETpartEX project, aimed at the modernization of vocational and higher education in the fields of civil construction, sustainability, and innovative technologies. The materials are designed to support the competence development of teachers and trainers from vocational education and training (VET) institutions and universities, while also fostering effective cooperation between education providers, the business community, and the labor market.
The educational materials are based on European educational approaches, competence frameworks, quality standards, and contemporary pedagogical and technological solutions. Particular importance is given to the outcomes of training activities and study visits of Ukrainian participants to European universities, which enable the exchange of experience, the exploration of best practices, and the testing of innovative teaching and learning methodologies. The knowledge and insights gained during these activities are systematically integrated into the educational materials, taking into account the specific needs and context of the Ukrainian education system.
It is important to emphasize that the materials included in this section are of a dynamic and evolving nature. They will be continuously expanded and updated following subsequent training courses, workshops, and seminars conducted in Ukraine for representatives of vocational and higher education institutions, as well as for members of the business community. This iterative approach ensures the relevance, practical applicability, and sustainability of the educational materials throughout the project lifecycle and beyond.

The presented list of online literature constitutes a comprehensive theoretical, methodological, and regulatory foundation for the analysis and development of vocational education and training (VET) in the context of Ukraine’s European integration, post-war recovery, and sustainable development. The selected sources cover key European frameworks and instruments, including the European Qualifications Framework (EQF), ESCO, the European Quality Assurance Reference Framework for VET (EQAVET), as well as contemporary competence frameworks addressing sustainability, digitalisation, and green transformation (GreenComp).
A significant part of the literature consists of analytical and policy documents issued by the European Commission, the European Training Foundation (ETF), Cedefop, and other European institutions. These sources provide insights into qualification system reforms, comparisons between the European Qualifications Framework and the Ukrainian National Qualifications Framework, and the results of the Torino Process monitoring. Particular attention is paid to studies and reports analysing the transformation of the Ukrainian VET system, its challenges, reform trajectories, and alignment with European approaches.
The literature list further includes Ukrainian national legal acts, state educational standards, building regulations, and internationally recognised standards and tools in the fields of construction, energy efficiency, BIM technologies, and green building certification systems (LEED, BREEAM, DGNB). Academic publications and pedagogical concepts complement the regulatory and policy perspective by linking competence-based education, quality assurance, and labour market needs.
Overall, this collection of online resources provides a solid knowledge base for the development of educational standards, teacher training programmes, and competence frameworks, as well as for ensuring quality and fostering innovation in vocational education and training in Ukraine in line with European priorities and best practices.
